The AS 4500:1997 standard describes a phased implementation strategy for a quality system. Phase I, Phase II, and Phase III make up its three sections.
An organization must implement any one of the standard's Modules during Phase I. To develop a quality system, certain conditions contained in these Modules must be fulfilled.
The company must implement any two of the standard's Modules during Phase II. This suggests that more conditions must be satisfied before moving on to the next phase of implementation.
The company must implement all three of the standard's Modules as part of Phase III. Both AS/NZS ISO 9001:1994 (which focuses on quality management systems for all organizations) and AS/NZS ISO 9002:1994 (which focuses on quality management systems for production, installation, and servicing organizations) should be able to be complied with by a Phase III quality system that has been fully implemented.
