It also outlines the labeling requirements. It should be noted that products like bean bag chairs and foam chairs that are used in business settings or lack a strong frame are not covered by this standard. Additionally, it does not apply to children's potty chairs, newborn or infant/toddler rockers, or seats with restraining systems.

The requirement applies to stools or chairs made for a single youngster who can enter and exit the item by themselves. The product may or may not have a rocking base, and the seat height must be 15 inches or less.

To claim conformance with this specification, a product created after the approval date of this specification must meet all the specifications stated in the standard, both before and after testing.
