Technical paper PD CEN/TR 16467:2013 offers recommendations for the creation, distribution, and administration of accessible playground equipment. It attempts to make it possible for users, mostly kids, to access and utilize the tools on their own, without help from others. Instead of focusing on supervised or adventure playgrounds, the research focuses on open-access, unsupervised play areas.
This document's mission is to support inclusive play spaces that welcome kids of all abilities. It is meant to be used in conjunction with the EN 1176 standard, which addresses the need for surfaces and playthings to be safe. While EN 1176 is primarily concerned with safety, PD CEN/TR 16467 acknowledges the need to take "play for all" into account in a larger framework that includes the whole play space, the surrounding environment, as well as other access and facility issues.
