Pencils and colored pencils that are often used for writing, drafting, and drawing activities are covered by this standard. It details the attributes and performance standards for these pencils, as well as their make-up, measurements, and labeling specifications. It also discusses the specifications for the colored and black leads that are utilized in these pencils.

The guideline does not apply to special colored pencils made for use with watercolors. It does, however, apply to items that combine colored pencils of various colors, as well as pencils and colored pencils. In terms of classification and dimensions, this standard is consistent with the ISO 9180:1988 standard on black leads for wood-cased pencils.
