A European standard that addresses the safety standards for organic chemical components in toys is DIN EN 71-9. The consolidated version of EN 71-9:2005, which contains Amendment A1:2007 and Corrigendum AC:2007 (applicable solely to the German version), is included in this standard.
The purpose of DIN EN 71-9 is to make sure that toys don't endanger children's health by including organic chemical substances.
