The AS/NZS 60335.2.15:2002 standard is primarily concerned with the security of electrical devices used to heat liquids in domestic and other settings. The standard is applicable to equipment with a maximum rated voltage of 250 V.

Some of these appliances may also be used to heat food, as noted in the standard. Coffee makers, cooking pans, egg boilers, feeding-bottle heaters, kettles, milk heaters, pressure cookers, slow cookers, steam cookers, wash boilers, and yogurt makers are a few examples of the appliances covered by this standard.

The guideline also applies to non-domestic equipment that may nevertheless endanger the public, such as those used by laypeople in light industry, agriculture, and stores. These devices include sterilizers, boilers for livestock feed, and glue pots with a water jacket.

The standard emphasizes that its focus is primarily on dangers that are common to all people in and around the home. However, it does not cover situations where small children might play with the appliance, nor does it particularly address the use of equipment by children or the elderly without adult supervision.

The standard mentions that additional specifications might be needed for appliances used in automobiles, ships, or aircraft, as well as for those that must adhere to country-specific rules established by health authorities, labor protection agencies, water supply authorities, etc.

The standard lists the appliances that fall outside of its purview, including deep-fat fryers, storage water heaters, instantaneous water heaters, surface-cleaning equipment that uses liquids or steam, portable immersion heaters, commercial dispensing equipment, appliances for use in corrosive or explosive atmospheres, high-frequency heating equipment, and pressure-steel equipment.

The fact that several nations have particular pressure vessel specifications for pressure cookers is also brought to light.
