The ASTM F963-17 standard is a thorough set of recommendations that addresses potential risks connected to toys. The goal of the standard is to locate and reduce dangers that might not be obvious to the general public during routine usage or anticipated misuse of a toy. Aside from where it relates to safety, it does not discuss all potential risks associated with a given toy and does not evaluate the performance or quality of the object.

According to the regulation, labels must alert customers to potential functional risks and the suitable age range for whom the toy is designed. It does not, however, mandate labeling for risks that are inherent in the toy's intended use, such as a needle with a pointy tip in a toy sewing kit. Purchasers and consumers are thought to have a good understanding of these inherent risks.

The guideline strives to reduce construction-related risks connected with riding toys and other products, such as sharp edges or exposed mechanisms, even if some risks may be intrinsic to specific toys.

Toys made for children under 14 are subject to the standard. The guideline includes varied age restrictions for specific criteria, taking into account the risks involved and a child's physical or mental capacity to handle those risks. While Annex A2 contains details on packing and shipping, Annex A1 offers general rules for the age labeling of toys and toy packaging. The standard further states that values in parentheses are only for informational reasons and should not be used as the standard.
