The safety concerns for electric appliances intended for the treatment of skin or hair on both people and animals are covered by the BS EN 60335-2-23:2003+A2:2015 standard. Appliances with a rated voltage of up to 250 V must adhere to the specification. 

Curling combs, curling irons, facial saunas, hairdryers, hand dryers, heaters with detachable curlers, permanent-wave appliances, and hair straighteners are only a few of the kinds of appliances covered by the standard. Additionally, it notes the possibility of steam- or spray-producing components in these appliances.

The standard also states that it covers appliances used in a variety of locations, including homes, businesses, retail establishments, hair salons, light industries, and farms. In Annex ZE, additional specifications for appliances with motorized parts intended for commercial usage are given.

The standard does not consider dangers related to children playing with the appliance or young children using the appliance unattended, even though it attempts to address frequent hazards encountered by people in homes and other locations. Children's upkeep, such as cleaning, is also not taken into account. The guideline acknowledges that some people who are extremely vulnerable might have needs that fall outside of its purview.

The standard also mentions that extra specifications set by national health authorities, labor protection authorities, and other comparable bodies in other nations may be required for appliances designed for use in automobiles, ships, or aircraft. Finally, it notes that there is a different standard (EN 60335-2-8) that covers appliances like shavers, hair clippers, and similar equipment.
