The safety standard IEC 60335-2-23:2016 is applicable to electrical devices used for skin or hair care. These products have a maximum rated voltage of 250 V and are designed for domestic usage. The standard covers a variety of devices, such as hair straighteners, curling irons, curling combs, and hair dryers. Appliances with steam or spray-producing mechanisms are also included. The standard takes into account the risks that all users of this equipment may encounter and that are reasonably foreseeable.
The scope of the guideline also includes farm, light industrial, and shop appliances that could endanger the public. The guideline, however, does not take into account people—including children—whose physical, sensory, or mental disabilities could make it impossible for them to use the device safely without adult supervision or guidance. Appliances used in situations with corrosive or explosive atmospheres, as well as particular appliances like shavers, heated blankets, and optical radiation appliances, are also not included in the standard.
Compared to the fifth edition, which was released in 2003, this sixth edition of the standard has undergone a number of modifications and revisions. One or more of the most significant changes are the addition of hair straighteners and modified instructions for hairdryers, as well as new requirements for hair straighteners and curling irons, the exclusion of fixed hairdryers and hand dryers from alternative format instructions, clarified temperature rise requirements for detachable curler surfaces, clarified test methods and compliance criteria, and revised requirements.
