A standard known as BS EN 60335-2-61:2003+A2:2008 focuses on the safety criteria for thermal-storage room heaters used in homes and other similar settings. It covers appliances with a rated voltage of no more than 480 V for other appliances and 250 V for single-phase appliances that are intended to heat the room in which they are located.

The standard also covers devices used in stores, light industry, and farms that are not designed for regular family use but could nonetheless endanger the public. It addresses the typical risks that everyone faces in and around the house, but it doesn't expressly address the security of people who have physical, sensory, or mental impairments or young children who are playing with the appliances.

Self-contained thermal-storage room heaters are covered by BS EN 60335-2-61, although other thermal-storage room heaters can use its guidelines to determine their requirements and test requirements. However, as defined by national health authorities and comparable bodies, extra standards may be necessary for heaters used in automobiles, ships, airplanes, or in areas with unique conditions.

Appliances designed solely for industrial use, heaters built into the building structure, central heating systems, sauna heaters, flexible sheet heating elements for room heating, and heaters designed for use in environments with corrosive or explosive atmospheres are all excluded from the standard.

The standard is divided into sections that address a variety of topics, such as general requirements, classification, marking, and instructions; safeguards against access to live parts; motor-operated appliance starting; leakage current; electric strength; moisture resistance; endurance; abnormal operation; temperature rises of surfaces; and many others.
