A European standard that addresses the flammability of toys is called BS EN 71-2:2020. It is part of a set of requirements made to comply with the EU's Toy Safety Directive and enhance toy safety. This specific edition of the standard was created to improve kid security while using toys that are labeled as "fancy dress" or "disguise costumes."

The standard is applicable to toy designers, manufacturers, retailers, certifying organizations, test laboratories, enforcement officials, trading standards, fire services, factory managers, and product designers and approvers, in addition to being relevant to the toy industry. It offers specifications and regulations for toy flammability, such as materials that are not allowed to be flammable and procedures for evaluating toy flammability under particular circumstances.

Toys that present a higher risk include those worn on the head, disguise costumes, toys made of fabrics and polymer sheets, and soft-filled toys, all of which are covered by BS EN 71-2:2020. It also contains general requirements that apply to all toys as well as particular requirements and test methods for a variety of other toys. The standard intends to raise consumer knowledge of potential dangers surrounding ignition sources, improve toy safety, assist producers in complying with legislation, give suppliers and retailers clarity, and build consumer confidence.

Notably, BS EN 62115 covers the flammability criteria for electric toys, which are not addressed by the standard. In comparison to the last edition, the 2020 revision of BS EN 71-2 includes updates and improvements. These include new definitions, increased testing of specific toy materials, requirements for testing disguise costumes both before and after washing, clarifications of measurements and test categories, recommendations for limiting flame spread, and instructions for collecting test specimens from disguise costumes.
