For the safety of toys, the BS EN 71-13:2021 standard was specifically created, with an emphasis on olfactory board games, cosmetic kits, gustatory games, and supplemental sets. The standard specifies the materials that may be used, along with their concentrations and amounts, in these toys.

Three kinds of chemicals and combinations are covered under the standard. First, it consists of those that fall under the EC's classification of hazardous compounds and mixtures. Second, it discusses compounds and mixtures that, when used in excess, may be harmful to children's health but are not considered hazardous. Finally, it includes any additional chemical components and combinations that are included with the toy set.

The standard also details branding standards (especially for allergic scents), prohibited allergenic fragrances in toys, requirements for ingredient lists, usage instructions, equipment needed for the activity, and the use of highly flammable liquids. It is significant to highlight that cosmetic toys, such as play cosmetics for dolls, are not covered by this regulation.

The definitions of "substance" and "mixture" can be found in the CLP regulation (EC) No. 1272/2008 and the REACH regulation (EC) No. 1907/2006, respectively. Understanding the specifications of the standard is made simpler and more consistent by these definitions.
