Water heaters are split into two volumes in the standard, with Volume III concentrating on big automatic storage water heaters with input values greater than 75,000 Btu per hour. Instantaneous water heaters that are intended to deliver water at controlled temperatures and have input ratings of 200,000 BTU per hour or less are either subject to federal minimum efficiency criteria or exempt from some requirements outlined in the standard.

The standard also covers many water heater models, including direct vent water heaters, draft hood water heaters, and water heaters with automated vent dampers or flue damper systems. The standard specifies special construction rules for water heaters made to work with optional conversion kits.

The American National Standards Institute (ANSI) has approved CSA/ANSI Z21.10.3:19/CSA 4.3:19 as an American National Standard and as a recognized national standard in Canada.
