The standard applies to room heaters with thermal storage that have a rated voltage of up to 480 V for other appliances and 250 V for single-phase appliances. It comprises equipment used by laypeople in stores, light industries, and farms that isn't meant for typical domestic usage but could nonetheless endanger the public.

To protect the safety of all users, the standard's primary goal is to address frequent risks connected to home appliances. However, it disregards anyone with physical, sensory, or mental impairments that could make it impossible for them to use the device safely without supervision or education, including children. Additionally, the guideline excludes circumstances in which kids might play with the equipment.

It's crucial to note that while other varieties of thermal-storage room heaters can use this standard as a guide, it only applies to self-contained room heaters. Direct-acting heaters, heaters for automobiles, ships, or airplanes, as well as certain needs by national health authorities, labor protection authorities, and similar bodies, may all have additional requirements.

Appliances designed solely for industrial use, heaters built into the structure of buildings, central heating systems, sauna heaters, flexible sheet heating elements, and heaters used in environments with unique conditions like corrosive or explosive atmospheres are all exempt from this standard.
