The safety of cosmetic and aesthetic care devices using lasers and other powerful light sources for domestic and similar usage is the emphasis of the AS/NZS 60335.2.113:2017 standard. Appliances with a rated voltage of no more than 250 V that operate by skin contact are covered by the standard. Larger appliances are covered by a different standard, and it only applies to appliances with a light-generating surface smaller than 25 cm2.
The standard covers devices for controlling hair growth as well as devices for skin and cosmetic treatments that make use of lasers or other powerful light sources. At certain wavelengths, these appliances can cause thermal or photobiological consequences. The standard intends to address the frequent risks connected to this equipment that can be found inside and outside of the home. It does not, however, take into account the skills and knowledge of those who might need guidance or teaching in order to use the equipment properly, nor does it cover kids playing with the appliances.
It is important to remember that different countries may have additional standards stated by national health authorities. Appliances for skin or hair care, appliances for hardening nails, and devices having a light-emitting surface equal to or greater than 25 cm2 for skin exposure to optical radiation are not covered by the standard.
