Both single-phase appliances with a rated voltage of up to 250 V and other appliances with a rated voltage of up to 480 V must adhere to the standard.
No matter their capacity, spin extractors built inside washing machines are included in the standard's scope. It also includes spin extractors used in shared spaces like apartment buildings or laundries. The standard intends to address the typical risks connected with this equipment that people encounter inside and outside of the house.
The standard, however, does not particularly take into account the unsupervised use of appliances by young children or people with limited mobility, nor does it take into account situations in which young children may play with the appliance.
