Energy regulators used in various equipment, such as heating and cooling systems, are governed by the IEC 60730-2-11:2019 standard. The standard covers all areas of equipment safety, including operating values, operating times, and operating procedures. The testing of automatic electrical energy regulators used in or in conjunction with equipment is also covered.

Energy regulators for appliances covered by IEC 60335-1, which deals with the security of domestic and comparable electrical equipment, are included in the standard's scope. Energy regulators used in public-access equipment, such as those in stores, offices, hospitals, farms, and commercial and industrial applications, are covered. However, unless specifically stated in the equipment standard, the standard does not apply to energy regulators created solely for industrial process purposes. Additionally, it excludes machinery that falls within the category of building automation machinery.

Individual energy regulators employed as a component of a control system or those that are mechanically integrated with multifunctional controls with non-electrical outputs are likewise covered by IEC 60730-2-11. The criteria for battery-powered controls are outlined in Annex V. The standard covers controls powered by primary or secondary batteries.

The standard was previously published in 2006, but this edition is a technical revision that replaces that edition. The title has been changed to remove "for household and similar use," the scope has been altered, and the definitions in Annex H have all undergone significant technical revisions. The standard, which is based on IEC 60730-1's fifth version (2013) with Amendment 1 (2015) added, is meant to be used in combination with that document. Future updates or revisions to IEC 60730-1 should also be taken into account.
